The Legal Platform for Public Procurement procurement.bg announces its first scientific conference in Bulgaria dedicated to the strategic aspects of administrative and financial management of public funds.

The event will take place from 30 June to 5 July 2026 at Albena Resort — at the five-star Grand Hotel Flamingo SPA and the four-star Laguna Complex. The format combines expert lectures, real case studies, and discussions, creating an environment for the exchange of experience and workable solutions among academics, practicing lawyers, contracting authorities, and public sector experts.

On 30 June, an opening module will be presented, and on 5 July — a closing module. The four main modules will run concurrently every day from 1 to 4 July:

Module 1 covers strategic management of public procurement, risk assessment for corruption and abuse of rights, and the criminalisation of acts related to public procurement — European law, practice, and proposals. Lead lecturer and moderator is Attorney Eva Radeva. Lecturers include Attorney Valentina Nasteva, Klementina Deneva (Secretary General, Ministry of Environment and Water), Daniel Dinev (State Expert), Dr. Valeria Gornyachka (Chairperson of NIOP), and Todor Popov (Director, Municipality of Gabrovo).

Module 2 focuses on verification of expenditure and financial corrections, sharing of case law from final and binding court decisions, and the development of administrative judicial practice de lege lata. Lead lecturer is Daniel Dinev, with lecturers Ivalina Marinova (Chief Legal Counsel, Ministry of Justice) and Attorney Eva Radeva.

Module 3 addresses challenges to national security in the expenditure of public funds. Lead lecturer is Assoc. Prof. Dr. Kremena Rayanova, Dean of the Faculty of Law at the University of Ruse, with lecturer Tsvetelina Nikolova (Chief Legal Counsel, General Directorate for Combating Organized Crime, Ministry of Interior).

Module 4 is devoted to artificial intelligence in public finance management — international experience, proven benefits, and systemic risks. Lead lecturer is Kaloyan Varlyakov, PhD, Eng., from Trakia University. The abstract notes that AI delivers tangible benefits only when embedded within a mature institutional environment supported by high-quality data, legal validity, meaningful oversight, and independent audit. Without these conditions, AI deepens rather than resolves governance challenges.

Participation fees (5 nights with breakfast, lunch, and dinner):

  • Five-star Hotel Flamingo SPA: EUR 978 excluding VAT (double occupancy), EUR 1,300 excluding VAT (single occupancy).
  • Four-star hotel: EUR 695 excluding VAT (double occupancy), EUR 895 excluding VAT (single occupancy).
  • Accompanying persons: EUR 680 (adult) / EUR 350 (child aged 2–12) at the five-star hotel; EUR 300 (adult) / EUR 150 (child) at the four-star hotel.

Each participant will receive a complimentary gift and will have the opportunity to purchase the platform’s book at a 40% discount off the cover price. Those wishing to present a scientific paper in a specific module must prepare and submit it by 16 May 2026.
